archival competition

Can anyone tell me about this boot/pants combo? I have looked and can't find a damn thing... picture taken at a market on Bainbridge Island, across Puget Sound from Seattle. This was about 10 years ago. The guy's pants were denimy, but the button connector is key. Anyone??? Eastcoasters have a 3 hour headstart cause I am pretty sure Lesli @ArchivalClothing could nail these from 50 yards. If someone can provide a full breakdown they win a 10engines hat.
